I think the German example has more to do with extremely stringent drivers ed where you are practically a certified mechanic by the end of it (and 2k + hundreds of hours lighter) and car culture is such that the gearheads/speeders tend to be autistically good drivers vs. reckless show-offs like their american counterpart.

It was my understanding that while there is technically no speed limit on sections of the Autobahn, you can get ticketed for getting from point A to B too quickly. The rationale was that trying to pull over rapid travellers was inherently dangerous and caused traffic flow slowdowns.

Speed limits have a very real safety purpose.

That extra energy is the difference between a crash that is 90% survivable to 10% survivable.

most roads in germany have speed limits i think its better to have them on some places and not have random police speed checks just stationary cameras on places where accidents happen
