no one really knows except Russia. The next obvious targets are Kharkiv, and slavyansk, kramatorsk sector. Kharkiv has plenty of civilians, and is a pretty large city. The slavyansk kramatorsk is more like multiple cities very close together, defended by several rivers. These operations take longer if you want to avoid civilian casualties, and take minimal losses.
