The only problem is that those under 18 are deemed incapable of making that decision themselves, but that's quickly ending because of the internet and social progress. You can easily teach kids how to handle themselves responsibly in sexual situations by the time they're 12 or 13 if you don't keep them inside 24/7 and actuaslly let them in on reality.
