You'll get any number of excuses:

This is usually code for they had shitty parents (or probably "parent" in the case of nigs) who didn't ever take them for swimming lessons or even to the local pools. Every nigged up part of town has a YMCA or something similar for them to go learn how to swim for free or relatively cheap but NO NO NO it's the white man's fault for intentionally making all black people poor, broken home apes congregating in major cities.

My theory with most nigger drownings is that they have a far more primitive fight or flight response. When niggers are under pressure they usually do the most bluntly aggressive or crazy thing they can do. Think about it. Every time some nigger on cops starts getting put into cuffs at a traffic stop they wig out and start struggling and try to run - pants hanging around their thighs, hands ratcheted behind their backs, and when the cops inevitably tackle them and ask them what the fuck they were thinking they're speechless and have no idea. Primitive brains. This is why they're decent at sports where you don't have to think too much in the moment, you just "do" and athleticism saves the day.

Now imagine a nigger that starts drowning. Their flight response gets triggered. All that their dumb monkey brain can think of is AHH SHEEEIT I'SE GOTS TO GET OUTTA HURR!! They always chimp out, thrash about thoughtlessly, and start behaving like they could punch, rob, or steal their way out of water. This is what causes most nigger drownings. They are mostly primitive creatures. A white man under pressure can apply thought and come up with good solutions. Niggers just nig. That's why they drown.

They've never been good at it. Part of it's biological (the average black man has ~15% more lean muscle which helps with explosive movement but means they sink 15% more like a rock), part ego (consider themselves clever for thinking "don't need to know how to swim if you never get in the water"), part mental (lack the capacity to understand the concept of buoyancy and how to tread water), part environment (likely that nobody taught them how to swim).
The smart ones raised in nuclear families learn, but the overwhelming majority are neither smart, nor brought up in households that gave a damn about swimming lessons.
