If I were talking to a normie, I would emphasize that it is an economic system that looks out for the overall health of the nation state and it's citizens.
There is no usury or other jewish financial trickery allowed in a Fascist state.
I would recommend that you read some of Sir Oswald Mosley's books on the subject; the man was a genius.

Modern politics work in three step cycle:
Liberalism - Socialism - Fascism - Liberalism (ad nauseum)
If you look at history of most countries you'll find this trend. Liberalism creates mass wealth but also mass inequality and ecological fallout which makes people angry, resulting in socialism. Socialism brings more equality and social progress but extends state power and brings the worst of modernity coupled with stagnating economy. Fascism uses extended state power to correct bad economic foundations, recovering capitalism and strenghten the nation. Recovered capitalism degenerates to liberalism as people want democracy and wealth.
Fascism excels at times when the nation is threatened and socialism has weakened the economy, organizing people against a common enemy and towards fixing the nation. It's not sustainable in the long term and quickly gets corrupted like all man made systems.

Cultural decline is people's favorite because it's so hard to define. There are trads who would swear Europe was at its cultural peak in the 18th century but consider men wearing wigs and makeup evidence of "cultural decline" despite Europeans wearing makeup and wigs in the 18th century
In most countries crime and homicide rates are lower today than they were in the nineties but people consider that we're in a "moral decline" compared to that period because they formed their idea of the world during that time and every change seems like degradation of ideals they grew up with
