The illegal market is still easy larger than the legal one.
Turns out criminals preferred to remain criminals and people who bought from criminals kept buying from criminals rather than paying more for a tax-paying regulation-complying business.
All that happened was that the risk was removed for the illegal market since already weak enforcement pretty much stopped (curiously, it's mostly legal sellers now demanding for crackdowns on illegal sellers). There's now a legal market almost no one uses and an illegal market that all junkies use.

Big Substance/Pharma makes bank on the very problems they said they would stop through expensive regulations. Nobody I know buys black market, and for good reason: you can buy $5 grams of shit that didn't even exist 20 years ago, pushing numbers few even thought possible, any day anywhere, and know that it was at least sorta probably tested for purity somewhere along the line. The only people buying illegal weed are people living in Prohibition states. The people really responsible for big illegal grows are not oldskoolers. They are Chinese and Hmong gangs primarily in NorCal and the Klamath Basin, employing trafficked workers fresh from the borders. These are grows easily visible from space, and if the Feds wanted to stop it, they could tomorrow. They don't.

i remember an ounce of weed in the Bay Area cost AT LEAST $200. sometimes you paid $300 for especially good weed. a gram was generally $20. legal weed has brought prices down a ton. the economics seem to be working fine. even better if we dont have to waste already thin police resources arresting stoners. eventually the gay states and cities that have excise taxes of 70% are going to realize that dispensaries are shutting down to sell illegally, and they'll lower the taxes. or maybe they won't. i dont fucking care.
