I know it's a millitary tierlist but i do think to see a pattern here and autor of it didn't look at entire history of each country.I do think it's biased.

I would say Brazil is decent tier. Please consider our input in WW2 (though small, brazilian soldiers were the bravest and craziest, conquering strategic places that wouldn't be possible otherwise.). Also, Brazil "didn't really fight anyone", because we fought each other due to favelas and drugs etc, and our jungle special ops are just super scary individuals, and they train spetznaz, marines, légion étrangère, and other special forces to become jungle master, and during the process, they become our jungle sergeants' little bitches.
