The US government knows that the Earth will heat up for whatever reason, be it man-made or a natural cycle, and also knows that people will be affected by it, so it has positioned intense amounts of propaganda in advance by putting the blame on certain ideologies and people preemptively. What then happens is the Earth heats up, these movements go all "I told you so", declare that they were right all along and that any opposition to them is actively murdering the Earth, so they turn murderously hostile and start fucking shit up all over the place, but mainly in Europe. Then the US government swoops in and dumps their massive economy as a blank check to every rebel, and the rebels then feel loyal to the only government that supported them, so the rebels become the de-facto rebels of the USA and end up enforcing US imperialism all over Europe without it ever occurring to anyone that these rebels are ACTUALLY the US anyway.

The German government took loans that US banks offered, as literally every other government in the world does. It was not a "here's a billion dollars now do as I say" type of a deal. The US banks wanted to earn money on interest. National loans are the safest and most secure way to do that. So they offered a national loan to the new German state that showed a promising economic recovery. That's it.
However the opposite was the case with the Soviet Union. The US government *ACTUALLY* funded the communists to destroy Europe. As in, FDR directly took control of the US economy under the lend lease act, and the taxes and production of the average Joe became FDR's tool for political influence, and he dumped an insane portion of it into the Soviet Union so that it could survive Barbarossa and destroy Europe. That wasn't private banks offering a nation to buy its treasury bills. It was the central federal government of America handing out American production to their direct enemy.
So yes, you are right in that America funded someone to destroy Europe in WW2. It just wasn't Hitler. Individual Americans who agreed with Hitler's ideology, funded Hitler. The central US government, in disagreement with its population, funded the Soviet Union. A major difference.
