Human evolution has been determined by the environment humans lived in. Colder climates required longer term thinking which is why in places like Europe and Asia, the Northerners are smarter. However, urbanization took away this genetic pressure by providing safety nets which allowed the subpar to survive and reproduce. To stop humanity from devolving, you have four options:
1) Forcefully stop some people from breeding. 2) Get people with good genes to breed a lot more 3) Genetically engineer humans 4) End modern civilization entirely
If you choose none, option four happens automatically because we won't be able to sustain modern civilization. Which options do you choose?
Rent free. 2) is the most humane option, with a bit of 1).
