What does "winning" mean in this case? In Putin's pre-war speech available on the Kremlin homepage, he devotes only 1/3 of the speech to Ukraine. The rest is just a large historical evaluation of NATO's expansion. The official goal is to thwart it by toppling the Western aligned Kiev "regime", make Ukraine a neutral, demilitarized zone. Moreover, he wants the UN to officially recognize the annexed regions as legitimate Russian territory, since they joined "willingly and democratically". The assault on Kiev failed, and I don't see how Ukraine will become a neutral state anytime in the future. Moreover, even if he reached his goals, the war had the unfortunate consequence of Finland and Sweden joining NATO. In this context, his long-term strategy of containing NATO backfired.
