Yes, you're right. But the elite isn't conjuring up these distractions out of thin air. I'd say it's not so much "manufactured" as it is exploiting a pre-existing faultline in society. This is a whole other discussion, but numerous papers have basically been written on how Homo Sapiens have evolved to be racist. It's a winning evolutionary strategy. As long as two different ethnic groups have to share a country, that country's rulers can play them off against each other for their own personal gain. It's what colonial European powers did when they drew up the maps of Africa and the Middle East.
You're right - academia and the media are absolutely playing up racial and cultural differences to distract from the economic issues that really matter - but this is only possible in the first place because our society is diverse and liberal. Black Lives Matter or the outrage over drag queens reading to children - these could never derail the public discourse in a culturally conservative, ethnically homogeneous country like Japan or South Korea.
