At this time in jewish history, there was a massive wave of migration out of Poland + Ukraine (referred to as "Russia" by contemporary authors), and into Western Europe and the United States. This is because of a series of alleged pogroms and persecutions these jews faced under the government of those territories. Many of them fled to Romania as well.
Anyway, it became the overwhelming jewish priority to keep the borders of the US open, so they could migrate. The immigration act of 1924 was a catastrophic hammer blow to them. They have still not gotten over it. This bill virtually eliminated all migration from Eastern Europe, and thus almost all jewish migration into the United States. Then WW2 happened, and jews blamed this closed border policy for stranding them in Europe, and thus leaving them vulnerable to genocide.
So in this context, you can see that Israel Zangwill's book wasn't just some kind-hearted, universalist sentiment to promote human togetherness. Actually it was a decidedly political work, which was intended to benefit his own racial group at the expense of the American majority.

Yeah. They don't like being among a white majority. They want to fade into the background among a multitude of racial groups, rather than being the obvious outlier at the top of society that runs everything.
Picture if whites were a 2% minority in Iran. You are running everything, all the industries, all the media, all the operations of higher finance. While you fly around in jets you can see the population crawling on the ground below you in their dirty cars and sandy shoes.
One day when you're parking your limo at the gas station, you look around and notice the people's eyes on you. It occurs to you how outnumbered you are. How these people could, at a moment's notice, throw you out of the country or kill you. What would you do in that situation?
1) You'd want to distract them with something. Give them porn or cheesy entertainment, so they aren't thinking about killing you all the time, less likely to revolt.
2) Fuck up their homogeneity. Bring in some Iraqis or Afghanis or something, so they can squabble against each other instead of being focused on you.
3) Undermine their birth rates, their family structure, so the other groups you're bringing in can become a significant percentage of the population.
Once the social fabric is totally fucked up and they're all distracted with infighting, you can safely drive around in your limousine knowing your power is secure.

Yeah well zionism was a radical faction with little power at the time. A fringe minority group. Most jews at the time were trying to find some land to colonize in Europe. That's what the Pale Settlement was all about. Some of them wanted to enter the US and integrate into the population there. The people that wanted palestine for the jews were a small and really radical group without much support.
But there can be no doubt Israel Zangwill was not some neutral actor, he was highly motivated by his own ethnic interest. His book "The American Melting Pot" has a very clear and obvious motivation of keeping America's borders open, which is exactly what all the jews wanted and were pressuring for. And what they still pressure for to this day.
