Why not both in an autonomic and vicious self-perpetuating cycle creating manmade horrors beyond comprehension? Though the CIA does try to maintain hold on the reigns by running their new hires through anti brainwashing but I doubt it's as effective long term as they hope. They're as at risk of drinking their own koolaid as anyone else, especially once it's passed through multiple filtering layers and is no longer so obviously from that origin.
