-Rival cartel gets him = Kill him and make a statement "we're the new top dogs now, we've killed the king"
-Mexico gets him = Possibly execute him just to prevent this from happening again (but honestly doing that would cause World War C to kick off (world War Cartel, fucking up the entire global drug trade cause world wide drug organization conflict and elevation in drug prices)

If they did that they would get exterminated. The cartels are powerful and all, but only because they live in the grey area of criminal organizations.
If they step out of their line and become an active insurgency/rogue state, people are going to begin to raise armies against them and whatnot. Maybe even the mexicans themselves would get rid of them if that was the case.
