Yes. It's all bluster and distraction. Russia just wants to take out some European access to uranium, so that when oil and gas runs out (and that's soon, nobody in that game wants people to know they're almost out of supply) and everyone inevitably turns to nuclear energy, Russia will suddenly find itself in a very profitable and powerful situation to control Europe and claim back the land it wants. That's why Putin is happy to take his country getting smashed economically, because it's just a blip for now.
