My gut says it's unlikely that the US and the USSR would cooperate on such a lie. However, the US and China apparently cooperated to create the spike protein bioweapon, so who the fuck knows.
Unfortunately, there's too much information here that I would need to fact-check in order to change what everyone has told me for thirty years, and I don't see it being worth the investment. What would that information gain me? At least doomscrolling about covid convinced me not to get the vaccine and that I should find an unvaxxed woman who can still have children.
Also, having multiple planes fly in to drop a bomb sounds perfectly reasonable: Obfuscate which one has the payload and provide defense in case the enemy still has an air force.
