by saying they were known absolves the fbi of any wrong doing, which is counterintuitive, i know. but by saying they knew suggests that the fbi was crafting an elaborate sting to trick the shooter into getting caught because up until this point the guy was literally jason bourne, but if it wasnt for that meddling trump, the guy was forced prematurely into committing a crime which undermined the fbi's epic scheme.
