That statute is unconstitutional in violation of Article II, Section 1 of the Constitution's vest of plenary executive authority in the President. A President has the inherent constitutional power to declassify nuke materials by oral directive. The statute requiring congressional consent is therefore unconstitutional.

Correct. The GSA sent the stuff to Mar-a-Lago. Trump didn't pack the boxes himself. Any errors in the process are on the GSA, not Trump.

I worked in the GSA under Bush. During a Presidential transition, the GSA packs up the stuff that is sent to the outgoing President's home base in anticipation of construction of the Presidential library. Plus it's all over the news that the GSA packs the boxes.
