'Taiwan' isn't 'independent' and can't declare 'independence' because it claims to be all of China to begin with. That's why it's called "The Republic of China". In order to formally secede from the rest of China, it would first have to declare itself as "Republic of Taiwan". And so long as the KMT exists it won't allow that to happen.
