A few weeks ago there was the LIV golf tournament on trump's course paid for by the Saudi's, and Kushner recently received a 2 billion dollar payment from the House of Saud. It is a plausible buyer for nuclear secrets.
The tournament was also supposed to end at Trump's Miami golf course. The nuclear secrets that could make sense to sell would be details of our current submarine designs or some matter related to silo arsenal locations, design, and defenses.
I have no clue why people think Nuclear Documents = Nuclear Football. There is enormous amounts of secrets related to the nuclear arsenal that are valuable, from design of submarines/warheads/targeting/etc. to details of defenses/locations/etc.
