Baltimore as an example was a successful pleasant harbor city until about 60 years ago when they started voting democrat and bought into LBJ's "nigger vote" welfare plantation ideas. They raised taxes so all the harbor business and factory jobs started drying up and now its called Bodymore Murdaland. The only way to fix it is stop taxing businesses and invite them back and end the welfare, jobs and housing demand go back up and cities are where you work again instead of where you rob and leech.
