I would count the Thracians, Dacians, Scythians and Hellenes as peers to us.

In recent times it comes down to the failed economic model of the U.S.S.R. which just crushed the whole region utterly.

In past times I think it was primarily down to the greed and arrogance of the Russian elites. They never wanted literate peasants, they wanted slaves they could beat and murder at will. While Americans were freely settling the West in the 1800's everyone under Russian rule was still literally a slave.

You can't really compare people who were slaves under brutal Russian rule 150 years ago to people whose ancestors were free of feudalism and serfdom since 1500 or before.

2. Approximity to Asian means eastern Europe got constantly invaded by asiatics like Mongols, Huns and Turks.
3. Religion: western Europe belonged to the catholic church which had tighter bonds to the Graeco-Roman tradition than eastern Europe, which was influenced by lesser cultures from the East.
4. Genetics: catholic church banned cousin marriage which means western Europe is less inbred than eastern Europe. (Google Hajnal line).
5. Historical events just swayed things in favor of western Europe like the plague killed a lot of peasants in western Europe which allowed it to develope more complex and mobile societies while the east turned into serfdom.
