Vertical development is more efficient than horizontal development, especially in areas with no earthquakes (ie hong kong) because it saves on gas consumption (less emissions), its much easier to reach everything, repairs and sanitary stuff easier (poop truck instead of having to lay installation everywhere in the desert), more real estate to build new projects, easier to build public housing etc.
