God wants good people but if the world rewarded goodness then you wouldn't know if someone is struggling to be good for its own sake or because goodness is rewarded.
However if evil is rewarded on this earth then only people who want to be good despite the consequences will strive for it.
The most inherently evil person ever would act good if you got a million dollars for it but only someone who trusts in Him and can see past immediate gratification will be good when it is actively discouraged by the world around you.
