Yes and they do this weird thing where they'll just stop talking and kind of hang on a word, then "come back on" and keep talking. I notice the uptick because my mom has done similar things (less stroke-y) like this my entire life and it has annoyed the shit out of me, now everyone is doing it and it's driving me crazy.
