I dunno, man. I can't find an image to confirm it. All the images I find look different from that collar tag.
Its position would be rank insignia, it looks similar to rank insignia, but the rank insignia were chevrons made to look like birds and this is a line; also the border should be along the bottom and outer side but this border is on top. They do not appear to be officers however (no braiding on shoulder straps).

This is a different insignia, though. Just three starts, which is normal for a rank marking.
But is not starts, it's something more complex. Could it be some special rank?
