The bill itself was actually meant for the budgetary reconciliation, and this provision was outside of that scope.
The whole bill wasn't scrapped, just this one provision.
Seven Republicans voted to keep it, but they needed 60 votes since they were in violation of the Congressional Budget Act.

in the long term it will increase the price of insulin or simply there won't be any insulin

Because Congress writes the bills and makes the laws. They are supposed to represent the American public's wishes but of course they do not. They're not going to make any laws that don't benefit themselves and give themselves more power.
