The book is a theory on why China, who was much more powerful than Europe before the Industrial Revolution, did not have an Industrial Revolution. The ruling elite who had the concentrated wealth and power in China were in power because of the way things were. To allow the changes, the ruling elite would have risked their power so they were 'trapped.' By not industrializing, they were colonized by societies that did industrialize.
