Putin Monke originated as an Any Forums meme because Any Forums got russian vatnik janny 2017, and he banned most anti Russian posts as racism, while letting Russians shit on everyone. Someone found out Janny got buttmad when Putin was shown as monke, and thus Putin monke was born and it got spammed, since it made janny butthurt. There would be some times where whole Any Forums was different versions of Putin monke threads.
Anyways, as for why there are lots of balts, reasons are fewfold, both in fault of janny too. After invasion of Ukraine happened, /balt/+/ausnz/ naturally shat on Russians, and all of us got permabanned everywhere, except Any Forums. Then, when most of us were banned, kpop fag cancer set up a bot, and made /balt/ in literal kpop spamming fest inhabited by bots.
