I found a fun game that wastes the IRS's time. The IRS is legally obligated to reply to every correspondence that they receive. I started a pen-pal program with the IRS, where I send them a letter in the mail asking them to confirm that they received the letter I sent them. Then when they write me back asking for my phone number so they can call me instead of writing, I simply ignore their request and write them back to tell them that I received their letter and to please respond as soon as possible to let me know that they received my letter.
