There is a constitutionally protected zone in the US, known as the zone of death, where no crime can be effectively prosecute (at least if it were to be appealed). This has to do with the constitution stating that the defendant has to be tried by a jury in the state AND district, but there's a portion of a Wyoming Yellow Stone district that has no population that overlaps with Idaho. It is thus impossible to form a constitutionally sound jury.

They haven't changed it for over 2 decades, despite congress knowing about it. In fact, a poacher was "prosecuted" for a crime but was offered a reduced sentence as long as he signed an agreement to not appeal.

Case law can not override the constitution. It's a black and white issue, you must have a jury from the state AND district. Not having it from both would nullify federal authority.
