This isn't "expediting" as such, just a surprisingly little-known part of the treaty that hasn't received very much attention for some reason. The process won't be fully completed until all member states ratify, but regardless of that, the treaty is now about to enter force between us and all 22 countries to ratify so far, which essentially includes all the relevant ones.
