It's artificially created as a way of coping with fluctuations in the economy. It's what the wealthy and powerful consider a "necessary evil" because it doesn't effect them but keeps things running smoothly. It's like taking a medicine to numb the pain so you can keep moving. Your body will suffer in places, but overall you'll be fine. What's the loss of a few poors in the grand scheme of things. That's the logic.

Imagine this. Lets say that the pie is methaphor for wealth, and we humans need pie to live. For the past 100 years the economic and technological boom allowed to bake more pie for more people which in return allowed for more people to be born and bake more pie, but that ability is stagnating and sooner or later we will reach the point where the amount of pie is defined and finite once again. Once that happens then you must consider that the amount of humans will increase. Same amount pies devided by more and more humans every year means less pie per individual. What it all means ? It means that soon the only way for you to have more pie is to take from someone else.

In the past countries waged war and taxed the poor. The poor either scammed, stole, scrounged up, broke backs over dead end jobs and begged. Governments have to step up and start sending out anti-inflation checks to all residents. It's the only way. After that, UBI must be implemented and living standards adjusted to a reasonable level (smaller dwellings, dietary changes, less privately vehicles, etc). Additionally, some type of point based social reform that encourages good acceptable behavior in individuals. It's the only way to get the global economy back on the rails.
