Where Ukrainian puppet government

Why haven't we seen any sort of Ukrainian puppet government by Russia?
So far we've only seen Russia trying to annex whatever it can into Russian directly, but there was no attempt at making a directly Ukrainian puppet government. Why didn't Putin start off with Medvedchuk or Yanukovich or soemthing?

Because Russia would need an area with an obedient population or a Ukrainian civilian population in general to do that. They just can't get the ground for that.

All those separatists became problem for Russia because Russia allowed them to be independent for far too long and Russia helped them too little(so there's resentment from DNR and LNR for those 8 years), so LDNR believe they will become independent countries. Putin doesn't need them alive anymore as their only job is to fight Ukraine and the more of them die the easier it will be to take it under Russian direct control

The "Ukraine" army is carefully keeping all casualties and fighting within those red zones picrelated. Just a few people live there according to poles.

Residents of Donbas can legally get pensions from both Ukrainian and Russian government. There were busses with old people to Ukraine from DNR/LNR.

Interesting, then what did Poroshenko mean by "We will have pensions, they will not" and "Our kids will go to school and their kids will hide in basements" ?
