Ukraine's "ally", the US, actively supported Russia's position. They also didn't want the Ukrainian state potentially figuring out how to use the Soviet missiles. It would be like giving a monkey an AK-47.
Before that treaty Russia, Belarus and Ukraine signed an agreement to be friendly states that would eventually unify.
The Ukrainians broke that agreement utterly with the 2013-14 events and suffer the consequences from 2014-onwards for it.

If Russia were not a world power that simply would not happen. Russia also still has the ability to escalate.
