in my honest opinion i think the case of lots of no other votes on the ballot reeks of ballot harvesting (though i have no idea what can'tsas laws are like, i'm just armchairing). it is standard practice for people to idly fill out circles if they bother to go vote on their own, or have an idea for every candidate if they are an actual high-interest voter. to have so many vote for only one bubble is highly indicative of a special interest push, disjoint from the races and only interested in shoring up votes for that one issue. it's one of those many shams in our democracy because there's little to verify that there's no double dipping nor is there proof of valid voters to begin with, and the very notion of spurring the politically apathetic into turning out in force for something they were socially pressured into is farce of what voting intends to be that's why i default to blaming the right activists for resting on their laurels - there is nothing stopping the right from doing the same tactics except their own apathy, PrInCiPlEs, or malice. in this case it is some mixture of the first two that makes the religious right content to sit around and lose
