why would this need to be secret and not a paid, advertised feature? that's the problem with your theory op, most people would pay google $15/mo to have their face constantly scanned so they can have better products advertised to them and use facial controls on their phone. They already do this with voice controls ... you know, the voice controls with the microphone that is always on and cannot be shut off unless you root your device.
