He's trying to take away something his citizens want, tasty Taiwanese pastries that are popular in Chinese culture. China is their biggest trading partner, but I doubt this will affect Taiwan at all, it's more of a softpower play. The pastries are imports of Taiwanese culture, microchips aren't.
