It is not a blockade. That would be an act of war. Those areas around Taiwan is where they will be holding military exercises. Some of them carefully selected to encroach on the Taiwan defense zone, the blue line, to show that they 'own' Taiwan.
But plenty of room to get around the Chinese exercise area's, so basically this is a huge amount of cope, because that is all they can do unless they are wiling to go to war.

Don't make a mistake. The Chinese are trying to save face and legitimize their claims by doing this.
They are also very patient. When they actually do think they have the power to take Taiwan, they will try. When they do, they will refer to all their past claims for legitimization and blaming others for the resulting war ans the, no doubt, terrible consequences.
This will happen when the US loses their resolve to support Taiwan, or when China thinks they are strong enough to scare the US from joining military. The later will happen when the Chinese have the capability to bring the conflict to US soil in a meaningful (meaning: nuclear) way.
