1. No way to keep tunnels big enough to be useful a secret.
2. The time it would take to dig the tunnels is time that Taiwan would have to make defensive arrangements
3. The digging of the tunnels themselves would be seen as a provocation.
Be quicker and easier just to hit their air defenses with hypersonic missiles and invade simultaneously by air and sea.
