Because the monsters don't exist. Most people don't even care about being homeless now since the economy is geared to supporting them. They need to make it illegal to exist outside of a home at the city level while at the same time making it illegal to corent or cobuy a living space. The alternative is literally being a slave living on the edge of losing everything at the whims of your boss. Remote work has to be outlawed. Removing the homeless from society would basically shut down the economy in the most populist states since a lot of temp agencies hire them and fill out corporate needs. Without them being there the economy could collapse. Just get a bunch of old people to vote in city politics to remove anything they deem a threat to their home price. Basically corrupt city politics is already straggling the United States, just send the politicians a couple hundred bucks a box of wine and cookies and you basically ruin the economy. Even if these people just live in isolated areas, they will form a large angry mob to destabilize society. That would create a large army of people to overthrow the government. The only way the United States could counter this is actually treating it's citizens properly but that isn't going to happen because the mind set is short term, and that's the rope you're trying to sell them to off themselves.

Long story short it takes everyone to get angry or at least a good chunk of a population to become frustrated and inevitably lash out.
Right now we have two polar opposites of the spectrum in the world right now. In the west most people are happy and complacent (for now) while in non western nations they care either fully under the boot of a regime or have been brainwashed to like that regime and just go along with whatever they say.
