Several reasons.
One, China shills are very cheap and the Chinese government has the money to waste on that typically communist unproductive jobs program.
Two, there are lots of unemployable Chinese rich kid incels who have been educated in the West or at least by Western teachers and can write in basic English. They are unemployable faggots with no skills obviously and they seethe about how nobody in the West is impressed by them, so they spend large amounts of time coping on the Internet.
One thing you notice about the China shill is that they seem to default to dishonesty, the most common example is when they say things like "I'm not even Chinese but it's clear Xi is a good leader" and "I hope China bombs us, it's what us Americans deserve" like that chang did here: There are many more examples where it seems that the pro-China posters are almost 100% synonymous with telling obvious or even easily disprovable lies.
They just seem to be unable to grasp that it's obvious what they're doing, we can see the pattern, it's known they do this and it does more harm than good to their cause.
My personal schizo take is that the Chinese government knows that funding these retards is unpopular and their shit personalities, lying and larping does far more harm than good to China's international image. What kind of retard thinks that having a bunch of no life seething incels doing your PR is a good idea? kek
But the Chinese commies know that their globalist masters want them to continue this because at some point, the Wall Street/City of London built up PRC will become an adversary of the US/UK led alliance, just like Hitler and the USSR were built up by "us" only to become our enemy. And so it is useful to build up animosity towards the Chinese among the Western population for the time that they flip from being "hey don't be racist, they're a developing country" to "they're bullies that need to be stopped".

The Dutch built a pretty cool fort in Tainan and fought some absolutely hilarious battles against a Chinese army that surrounded the fort and outnumbered them something like 1,000 to 1.
The funniest bit was when the Chinese got hold of some half decent guns and it looked like the Dutch were in serious trouble, but then the Chinese left the guns unattended overnight. The Chinese, being projecting retards then as now, did not imagine that the Europeans would have the guts to leave the fort in such circumstances to do something about the heavy guns.
So obviously a small team sneaked out in the middle of the night and spiked ALL of the Chinese heavy guns in one go.
The Dutch would have been able to hold out were it not for the cowardice of the commander of a resupply ship who basically bottle jobbed it and fled with the supplies that were needed. Eventually the Dutch negotiated terms of surrender and left the fort.
Then it was occupied by us a bit later.
There are some good books about this.
