All you need to do is enter a highly eliptical orbit and at the apoapsis initiate a retrograde and adjustment burn or even use a moon grvaity assist + correction burn and you have a mach 24+ rod of tungsten plummeting directly out of the sky onto your target

And if you wanna be really fancy you could build a habitation ring in space, instead of sending one up in pieces.
You're better off using a longitudinal scalar wave generator to bounce a pulse off of the ionosphere directly where you want to hit something, just like Tesla did with Tunguska.

Here's what a small pulse did.
A lot of people think it was a spacecraft which crashed or blew up, that it was an explosive meteor/asteroid or something like that, and it's for the better that such answers are cultivated because if Tesla did that all it took was a couple miles of copper and a 100ft needle.
