Russia took over two months to conquer Severodonetsk and Lysichansk and yet Ukraine used HIMARS only in the latter stages (which is when Russia was making more gainz)

They still need to fully annex Donetsk Region to do that.

I think Russia bombed the factory that was producing them. In the beginning of war they even launched them into Russian territory but we haven't seen anything so spectacular since. Their own stockpile of missiles must be very low.

The only problem is that the system is too expensive and can not be mass produced at a rate that it's fired yet, and the US isn't going to empty their entire stockpile of these for the Ukraine i would guess.

A few ordinance factories can churn out hundreds or thousands of artillery grenades in a day.
How many Army Tactical Missiles can be produced in a week?
50 of these aren't going to make a war winning difference, they will just keep delaying.
