Why would S. Korea betray Russia like this after receiving satellite launch rocket (i.e. ICBM with plenty of room for multiple nuclear warheads) technology from Russia?

probably not. maybe just a teensy bit of them? but mostly not. Poland wants to maintain a strong military themselves y'know? also, they chose S. Korea becausethey can deliver on time, quite unlike a certain European country to their west.
EU defence gibs. Germany wrote Poland a cheque to prop up Ukraine while Germany still has plausible deniability while negotiating gas supply with Russia.
