The way the light catches a surface and the shadows it creates gives your brain information about it's shape.
Makeup simply creates fake highlights and shadows.
It's the same principle behind things like normal maps in 3D art, you create the illusion of shape by manipulating how light/shadow interacts with the surface even if the surface itself hasn't changed.
