They were talking about "Canceling" people.
Ian says something about how the Taliban were originally a Political Party in Afghanistan. A legitimate political power structure in the country.
When America stepped in, they forced firing of everyone in that political party who held governmental positions.
They essentially formed the Taliban (As opposed to Al'Queda/ISIS/ISIL).
Jones then says, accurately:
