I think i understand what you are saying. Right from the start he was undermined by entrenched powers and betrayed by his own inner circle. He turned out to be a much weaker leader than expected and so it was like he was president in name only. Trump could act like was in charge and he could energize his base, but the US government was opperating on its own terms.
