Nukes aren't used because of how efficient their delivery method is. Even conventional weapons would be overpowering when attached to a MIRV-equipped ICBM, as they're almost uninterceptable due to how fast they travel, much less with nukes. They can target cities from so far away, trench warfare would irrelevant if they were actually used.
The only upside is that they're intrinsically tied to nukes, otherwise we'd have been pancaking cities since the moment they were invented. Humanity uses neither it's strongest weapons, or it's best weapons deliverance systems, and hasn't since the 60s.

I really do think ICBMs make the big difference. If you look at the Korean war, Soviet pilots engaged in air battles with American pilots. Sure, they were "disguised", but given their planes and the Russian they spoke, they were obviously Soviets.
This was only possible because ICBMs didn't exist yet. All nukes had to be delivered by slow bombers, and hydrogen bombs only became a thing midway through the Korean war. After hydrogen bombs became deliverable, and especially after ICBMs became a thing, direct conflict between the Soviets and the Americans became unthinkable. Doubly so when MIRVs were introduced.
ICBMs are so influential that nukes almost don't matter. A salvo of 30 ICBMs, each carrying 10 conventional warheads, is capable of absolutely devastating a city, or line in warfare, with 300 warheads being delivered after only 20 minutes from launch anywhere in the world. The only reason they've never been used is because they are intrinsically tied to nuclear warefare, and the launch of a single one would result in an all-out nuclear response, conventional or not.
If you want a true example of this, look up 'Prompt Global Strike", and you'll see the US itself, the primary warmonger, abandoned the idea of conventional ICBMs specifically for this reason.
