The problem with hard drugs is that they're expensive and the users build up insane tolerances really quickly so they go broke and turn to crime to support their habit. The solution is to just give drug users unlimited amounts of ultra pure drugs so they inevitably overdose, as quickly as possible, preferably before they have a chance to spread their poison genes.
